This is an interesting idea, it's a very political card. You don't want to kill it because it helps you when your opponent controls it. In the commander format, this card would be ridiculously useful.

a bit pricey for an 0/1 with a any player use ability, but that goes with the flavor.
Also, did you forget to put in 'reveal that card' in there?
Maybe a way for the owner/player in control to Untap, would work out better.

I'll give you an idea that fit's with the flavor if not the rarity of the card. Add--- 'Pay{(3)(Black) & Untap: Search the library of the player who last used Wandering Merchant's tap ability, for a card. Reveal that card, and place it in your hand. Then shuffle the target library.'

Just thought I'd mention that he didn't forget the 'reveal that card' effect. Like other black sources, it lets you search for any card, thus it is not necessary for you to reveal it. The main purpose of the ones that make you reveal is they all make you search for a specific kind of card. The purpose of the reveal is that when the card says, for example, "search for an artifact," you prove that you actually got an artifact.

Actually, That thought didn't cross my mind at all. I was thinking about the fact that Most straight up 'Draw single card' abilities Cost at least 4 Mana and come with some sort of limiting factor like tapping, a multi-color mana cost, a sacrifice, extra payment, or are part of of a non-permanent spell(with black source's, usually a sorcery:bulletblack:).
:bulletblack: [link] is a special print edition. Otherwise, [link] is the closest.
[link] Combo Player Is the closest to what 'Wandering Merchant', is trying to do. [link] Illistrate's my point, as it is the only 'Monger' with a play 'only as Sorcery' ability, despite it only being a discarding black. all the other monger's are any time activation.

I'd thought i'd suggest an alt penelty to balance out the Out of Flavor 'Cheapness' of the ability.

Well I think the fact that your opponent can use the ability to get any card they want as well, and at any time, it balances nicely. This would be the worst card to play against a blue deck for example because late game (when this guy would be out) they could just pay 4 mana and go get any counter spell they want.
And I wouldn't call Demonic Tutor a special print edition, it's just an old OP card that is banned in every format except Vintage and Commander(EDH) that they happened to reprint for one of the duel decks. Crazy how powerful some of those Alpha era cards were don't you think?

Interesting how this wandering merchant is neutral and will give his wares to anyone who pays the price :) Since it's a black card I'd kind of expect a downside for each player using this guy like paying life or something for a repeatable tutor effect, but whatever.

Well, if the first player doesn't use it. The second player can but, I will bump it up to 4 without the tapping.
