The only thing I see being a problem with the card is what everyones idea of ugly is :/
WOTC, when they made their un-sets, had clear and easily executable effects and deliberately avoided effects that could lead to opinion rather than rule.
Now if you could perhaps change the wording to reflect this, it would be very nice. But the effect in itself is just fine
